David specialises in corporate resilience in challenging business environments. Before joining The NCEC, David worked as an independent consultant, including engagement as an expert witness and technical author, but mainly contingency planning, training and exercising crisis teams. He holds a master’s degree in Corporate Risk.
Prior to this, he spent two years managing the crisis practice at an international consultancy, during which time he and his team advised corporate clients before, during and following impact; and five years leading crisis management for a FTSE 100 energy company, where he developed and implemented crisis and continuity programmes across the Group. He also planned for, and managed the Group’s response to political instability, cyber-attack, piracy, kidnap for ransom, oil spill and environmental pressure groups.
David’s team at NCEC is supported by the collective experience of emergency responders, who are responsible for providing safety-critical, 24-hour advice to the chemical industry, transport industry, emergency services and the public in the event of chemical incidents. Case studies for this presentation draw on real-life emergencies, in which NCEC responders have provided support.
David has spoken at a range of public events on behalf of his employing companies, speaking on security, crisis and continuity management. He has also been interviewed by news media on crisis issues such as terrorist attack and pandemic preparedness.
NCEC was established by the UK government 41 years ago in response to incidents resulting in preventable deaths. Initially the National Chemical Emergency Centre (NCEC) provided chemical and emergency advice to the Emergency Services; and our range of services has since grown to include emergency, crisis and business continuity management consultancy, across a wide range of industry sectors and public sector organisations. This capability is complemented by our Response Services, which provide 24/7 Chemical Emergency and Crisis Notification to over 400 industry clients.
NCEC is now a practice area within Ricardo-AEA Limited; an energy and environmental consultancy with over 40 years’ experience working with clients globally. Employing over 400 people, including many internationally-renowned technical experts and consultants.
